From what you descrbe, you may be putting the ignition in acc mode which on the Chevy can be back past off, try to make sure the key is at a 12 oclock position. If the panel beeps, its detecting the ignition in an on mode, like acc and won't let the jacks move, same with the steps.

Man, you guys must think I am partially retarded or something. =) It's not in ACC mode, note in my e-mail that the key is removed, which can't be done in ACC mode.

We will hopefully figure out the cause and I will reply to this thread with the resolution. Thanks all.
