I should have explained that if the final stage manufacturer did not extend the wheelbase (ie, Four Winds) then the pass through certification could be used, which comes with a "compliance envelope" that comes with every incomplete vehicle from the original manufacturer that defines what the final stage manufacturer MUST do or MUST NOT do to remain in compliance with the brakinginacurve ruling. Obviously, extending the wheelbase was a MUST NOT do thing. I would love to get my hands on my compliance envelope.
