You already mentioned some systems are wired for the parking break. You should also look for a
low battery condition which you can check by a) the light on the inverter or B) by your generator read out panel. The inverter shuts itself off if there is insufficient battery.
On question two - Yes
When shore power is disconnected, the inverter/charger inverts power from the battery banks to provide power to connected appliances. This means the inverter/charger draws 12-volt DC power from the battery banks and inverts it into 120-volt AC. An internal transfer switch senses whether shore power is present, allowing the unit to instantly switch from charge mode to invert mode when power is disconnected.
There is a DC fuse on the battery circuit. So true inverter function is performed only when the Inverter is functional, the fuse is working, and ample DC power is supplied to the inverter and there is no shore power.

I do not know the routing of the ac socket to shore power, but it is supposed to be through the main AC Circuit Breaker Panel which you say you have checked already. Some of these breakers are very hard to check without physically cycling the breaker. Have you checked them by cycling them while appliances are off? Are your GFCI sockets all working?
