Loose Electric Power Cord Reel

The nuts and bolts that attach the cord reel to the top of the compartment are loose. I tried to tighten them but the bolt spins in place when I turn the nut. I am trying to find access to the top of the bolt to hold it in place but there is none I can see. Anyone have any ideas to solve this problem?
